Saves are the category most often decided by a role rather than a skill, so this is the standing read on all 30 bullpens rather than a reaction to any one blown save. CCS is the closer-confidence score: save share over the last 30 and 14 days, leverage, role history, skills and usage. The number that matters is not any single arm's score but the GAP between the top two.
No arm has separated. These are the bullpens worth speculating in, because the cost of the second-best arm is near zero and the payoff if he takes the job is a full closer.

Jacob Webb is the name to write down. A closer-confidence score of 44 is barely a claim on the ninth inning, and yet his 13.8 projected saves are the most of any pitcher in a committee, more than Steven Cruz and Alex Lange combined in Kansas City. That gap tells you what is driving the number: it is not belief in Webb, it is volume. The Cubs are projected to generate enough save chances that even a man holding maybe half the leverage clears thirteen. Ryan Zeferjahn at 5.5 and Caleb Thielbar at 2.5 are getting real work behind him, which is the tell that nobody in Chicago has separated. If you need saves and have one claim, Webb is the highest expected return available on the wire, and he comes with the lowest job security of anyone in that range.
The case against is straightforward and I take it seriously. Committees that stay committees punish you twice: you burn a roster spot on a middle reliever's ratios and you collect saves in ones and twos. Zeferjahn's 33 is not far enough below Webb's 44 to be safe. The falsifier is simple and it arrives fast: watch who gets the second save chance in a week where the first one goes to someone else. If Webb takes both, the confidence number was lagging reality and he is a top-fifteen closer the rest of the way. If Zeferjahn takes the second, this is a genuine two-man split and Webb's 13.8 is really eight or nine.
Kansas City is the committee most likely to resolve, and it is the least useful one to chase. Cruz at 56 and Lange at 51 are five points apart with 10.8 and 9.1 projected saves, which is as close to a coin flip as this data produces. Lucas Erceg sitting at 28 with 1.2 saves is the interesting piece: he is the arm most fantasy managers would have assumed owned the ninth, and the engine has him behind two pitchers by nearly thirty points. That is a market anchored on reputation while the projection is anchored on recent usage. I would not spend a claim on either of the top two. I would spend one on Erceg only if he is free, because the resolution in Kansas City could go three ways and he is the cheapest of the three tickets.
Two locked bullpens deserve a second look for the opposite reason. Devin Williams carries an 82, the same confidence as Mason Miller and Pete Fairbanks, but only 10.9 projected saves against Miller's 18.2 and Fairbanks's 19.8. Nothing in this table explains that gap; the driver is not visible here. What I can say is that if you are trading for saves, Williams is the closer whose name value most exceeds his projected output, and he is the one I would be selling. Paul Sewald is the mirror image: 77 confidence but 11.3 saves, with Brandyn Garcia at 48 behind him. That 48 is the highest number any handcuff in a locked pen posts, higher than several committee leads. Garcia is the best speculative claim on this entire board.
So: Webb for saves now, Garcia for saves later, and pass on Kansas City entirely. The cost of being wrong on Webb is a week of ratios and a wasted spot. The cost of being wrong on Garcia is nothing, because he is being drafted by nobody.
The cutoffs are calibrated to the league, not picked: across the 30 bullpens the top arm's CCS runs from 34 to 82 with a median of 74, so a leader in the 70s with 25-plus points of daylight is a real closer, while a leader in the 40s and 50s with company right behind him is a committee whatever the depth chart says.
Proj SV is the engine's expected saves for the rest of the season, which is the number to trade on, season saves are already banked and tell you about the past. A committee arm with meaningful projected saves is the cheapest source of the scarcest category in the game.
