5 bullpens have no clear owner of the ninth. Where the saves are actually gettable.

Saves are the category most often decided by a role rather than a skill, so this is the standing read on all 30 bullpens rather than a reaction to any one blown save. CCS is the closer-confidence score: save share over the last 30 and 14 days, leverage, role history, skills and usage. The number that matters is not any single arm's score but the GAP between the top two.

Committees: this is where saves are gettable

No arm has separated. These are the bullpens worth speculating in, because the cost of the second-best arm is near zero and the payoff if he takes the job is a full closer.

What this means

Start with Devin Williams, because his line is the one that does not add up on first read. A closer confidence of 80 puts him in the same tier of role security as Raisel Iglesias and Louis Varland, yet his 10.8 projected saves is barely half of what those two get. Role certainty and save volume are two different things, and this is where they come apart. The engine is telling you the ninth belongs to Williams and that the Mets simply are not projected to hand him many leads to protect. If you are chasing ratios and a name, fine. If you need saves, Trevor Megill at 24.6 and Bryan Baker at 28.7 are doing nearly three times the work from the same locked-in role.

The single best waiver claim on this board is Steven Cruz. Kansas City is labeled a committee, and it is a real one: Cruz at 56 and Alex Lange at 51 are five points apart, which is noise. But look at the save projections rather than the confidence numbers. Cruz 11.5, Lange 9.6, and Lucas Erceg at 22 confidence with a flat zero. That is 21 saves sitting in a two-man split on a bullpen where the third arm has already been priced out of the conversation. Committees that resolve are the ones with two credible arms and nobody else; committees that never resolve are the ones with three. If Cruz gets two clean ninths in a row while Lange works the seventh, that gap opens fast, and you own the whole 21. The argument against is straightforward and I take it seriously: Erceg's 22 is a floor, not a ceiling, and a manager who has already cycled through options can cycle again. The observable that settles it is usage in tie games and the eighth. If Lange keeps drawing the higher-leverage eighth, he is the setup man and Cruz is the closer regardless of what the confidence column says.

Chicago's South Side is the other one I would spend on. Grant Taylor sits at 50 with 9.4 projected saves, and the arms behind him, Bryan Hudson at 35 and Sean Newcomb at 24, are not close. That is a committee in name only. Compare it to the Cubs, where Jacob Webb's 37 leads Ryan Zeferjahn's 33 and Caleb Thielbar's 29, three arms inside eight points and 19.5 saves scattered across all of them. Webb's 9.5 is the largest single share, and I still would not claim him. Nothing there is going to consolidate. Taylor is one arm from a job; Webb is one of three arms sharing a job.

The handcuff worth actual roster space is Edwin Díaz at 38 behind Tanner Scott's 67. That 38 is the highest number given to any second arm on a team the engine calls leaning or locked, other than Brandyn Garcia's 45 in Arizona, and Scott's 16.2 saves are not the untouchable total that Baker or Megill carry. Los Angeles is one rough stretch away from a switch, and Díaz's 4.1 projected saves already assume some of that happens.

So: claim Cruz, claim Taylor, hold Díaz if you have the bench slot. Skip Gregory Soto, whose 54 leads a Pittsburgh group where Mason Montgomery's 42 is close enough to keep the split alive. The cost of being wrong on Cruz is one waiver claim and a week of watching Lange close. The cost of ignoring him is the entire back half of a category.

How to read this

The cutoffs are calibrated to the league, not picked: across the 30 bullpens the top arm's CCS runs from 34 to 82 with a median of 74, so a leader in the 70s with 25-plus points of daylight is a real closer, while a leader in the 40s and 50s with company right behind him is a committee whatever the depth chart says.

Proj SV is the engine's expected saves for the rest of the season, which is the number to trade on, season saves are already banked and tell you about the past. A committee arm with meaningful projected saves is the cheapest source of the scarcest category in the game.
